The moment DeepSeek released an AI model last year matching the performance of America's finest at a fraction of the cost, the narrative was immediate: a Chinese startup had leapfrogged U.S. tech dominance. Similarly, when a Chinese hypersonic missile test caught the Pentagon off guard, leading a top U.S. general to declare it "very close" to a "Sputnik moment," observers again pointed to a handful of corporate champions. But a comprehensive new study of nearly 14 million Chinese patents suggests these reactions miss the broader, more unsettling trend for the United States.

Josh Lerner of Harvard Business School and his co-authors dug into who files patents in the 14 technology areas the Pentagon considers critical—from advanced computing and AI to hypersonics and biotech. Their findings, published by the National Bureau of Economic Research, upend conventional wisdom. Chinese universities, not private firms, are the driving force, accounting for more than a quarter of the country's inventions in these fields. That is eight times the U.S. university share, which sits at just 3.3%. State-owned enterprises and government bodies contribute a mere 4%. Lerner told Fortune his team was "programmed" to expect a few large corporations like Huawei and Tencent to lead, similar to IBM and Samsung in the U.S. Instead, they found Chinese innovation in critical technologies "much more diverse—spread out across the parties," with universities "more represented" than anywhere else in the nation's patent system. This is a stark reversal of the American pattern, where academic patenting remains "more of a sideshow."

The quality gap that many assumed would protect U.S. leadership appears to be shrinking. Using four text-based measures of novelty and scientific relevance, the researchers found no evidence that China's patent boom sacrificed quality. Chinese patents have converged with, and in some areas overtaken, their U.S. counterparts. The share of Chinese critical-technology patents containing "disruptive" technical language jumped from under 2% in the early 1990s to 16% by 2022, closing in on the American share of roughly 20%. Lerner noted that DeepSeek, Moonshot, and Z.AI are now going toe-to-toe with U.S. frontier labs on cost, a sign that the ecosystem is bearing fruit.

Beijing's role, the paper describes, is "coordinative rather than directly productive"—steering research through funding and priorities rather than owning the institutions that produce it. Lerner drew a contrast with his own university's public standoff with Washington over research funding. "When you think about the dynamics between our university and the administration, which has been a lot of back and forth in the courts," he said, "one doesn't suspect the same kind of interactions would characterize those between a major Chinese university and the state."

Meanwhile, the U.S. has been scaling back its federal research grant pipeline. Under the Trump administration, NIH's reimbursement rate for university overhead was slashed from a typical 50-60% to just 15%, cutting $4 billion. By April, the administration had formally terminated 1,392 NIH grants worth $539 million in unspent obligations, while the National Science Foundation cancelled or suspended nearly 2,000 awards. The Brennan Center for Justice estimates total NIH and NSF cuts and freezes exceed $3 billion since 2025, with roughly $1.4 billion still frozen or unresolved. Some terminations have been reversed by courts, but the fights continue on a grant-by-grant basis. Lerner warned that consequences may not be visible for years, given the long-run nature of research.

Dan Wang, a China analyst at Eurasia Group, voiced skepticism about overinterpreting patent numbers. Commercialization rates for Chinese university patents remain low, he noted, and few are filed overseas. Meanwhile, U.S. companies like Nvidia and Google drive "exceptionally strong" R&D. Yet Wang acknowledged that the rankings are catching up: Harvard lost the top spot in the Nature Index Research Leaders to Zhejiang University—the alma mater of DeepSeek founder Liang Wenfeng—for the first time since 2015. Including the Chinese Academy of Sciences, Harvard falls to third. Nine of the top ten academic institutions globally are now Chinese; five years ago, eight were American. Wang cautioned that Washington's fixation on sanctioning "national champions" like Huawei and Tencent overlooks the real base for China's technological upgrading—a decentralized network of universities, suppliers, and state-owned enterprises. He estimates there are 18,000 state-designated "little giant" firms working on components and materials alone. "Sanctioning a few major firms alone is unlikely to halt the broader ecosystem," Wang added. In 2024, China surpassed the U.S. in total R&D spending for the first time, investing $1.03 trillion to America's $1.01 trillion, with annual growth topping 14% since 2004—more than double the U.S. pace.
