A recent Fourth of July incident was caught on Verkada cameras, serving as a prime example of the system’s effectiveness. But with increased surveillance comes heightened scrutiny. Both officers acknowledged the potential for misuse, stressing that the department has built multiple layers of accountability. All data is automatically deleted after 90 days. Every search requires a justification, which is logged and auditable. “Even with safeguards in place, [misuse] can still happen,” Etminan said. “If an officer decides to violate policy, we will address it swiftly. Accountability is very important in our agency, and we will hold the officer accountable.” Peiffer detailed the audit trail: “We can pull audits for anything: who logged in, what they logged into, how many times they clicked on a specific plate, and what they searched for. If anything is brought to our internal investigations division, they can quickly audit it, find out if there’s anything nefarious happening, and handle the situation.” The 90-day retention period, he explained, is a “sweet spot” that supports longer-term investigations while preventing long-term historical records. Outside the department, the broader debate over surveillance and privacy is intensifying. Dennis Fassuliotis of the South Carolina Emerging Tech Association warned that the country is running out of time to address the issue properly. “We are really establishing what our rights are in a digital age,” he said. “We’re moving in that direction at a breakneck pace, whether we like it or not.” The association is working on a digital bill of rights to help regulate these systems, but Fassuliotis believes the foundation already exists in the Constitution. “It’s a very complex issue, but at the same time, it’s simple if we accept the fact that we have a living and breathing document in the Constitution and we really focus on that,” he added. Despite the ongoing debate, North Charleston police maintain that the data shows these camera systems provide critical evidence and streamline policing. “We want to use technology to change the community for the good and make it a safer, better place to live, work, and play,” Peiffer said. The department is also opening a real-time crime center by the end of the year, which will add another layer of oversight. “When our real-time crime center opens by the end of the year, we’ll have dedicated crime analysis personnel in there,” Peiffer said. “At that point, we’ll start restricting access. Basically, supervisors and above will have access, officers won’t, and everything will be handled directly through the crime center.”
